Bicycle and Roller blade Regulations

  • Obey stop signs, one-way signs, and all traffic rules
  • Register your bicycle
  • Protect your bicycle. We recommend that you:
  1. Lock your bicycle every time it must be left unattended.
  2. Use a high- quality lock and case- hardened chain to lock your bicycle. Avoid locks that can be easily picked, broken, or cut with wire cutters.
  3. Lock your bicycle by placing the chain through both wheels, the frame, and around a stationery object.

Purpose

The following rules and regulations for bicycles, mopeds, skateboards, scooters, roller blades, and roller skates apply to all persons operating any such mode of transportation on Penn State Erie property.

Definitions

  • Bicycle: A two-wheeled pedal cycle
  • Moped: A motorized pedal cycle with operable pedals, a motor rated at 1.5 horsepower or less with a cylinder displacement of less than 50cc's.
  • Pedal cycle: Unicycles, bicycles, and tricycles. Vehicles that are designed to be propelled solely by human power.
  • Roller Skate: A shoe, or attachment for shoe, with a set of wheels attached for skating.
  • Roller Blade: A type of roller skate with in-line wheels.
  • Sled: A coasting device with runners designed to slide on ice and snow.
  • Acrobatics: Any action on roller skates or roller blades in which both blades or skates are off the sidewalk simultaneously.

Roller skates, roller blades, skateboards, scooters, sleds, and similar coasting devices are not vehicles and are prohibited on roadways. Persons on such devices are pedestrians for traffic control purposes.

Operation of Bicycles and Mopeds

All bicycles must be operated according to the provisions of the Commonwealth of Pennsylvania Vehicle Code as it pertains to bicycles, as well as the rules and regulations contained in this policy.

A moped shall be operated in accordance with the same driving and parking rules and regulations as an automobile. A moped, however, may be registered and parked as a bicycle.

Registration

Any person bringing a bicycle or moped on any campus of the University shall register the bicycle/moped and obtain a permit.

At Penn State Erie, bicycles/mopeds shall be brought to the Office of Police Services on Jordan Road from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Bicycles/mopeds that are registered either with the Borough of State College or University Park Campus are valid in both locations. This is by reciprocal agreement, and identical permits are issued. Upon expiration of the permit, the bicycle/moped must be re-registered. At University Park, bicycles/mopeds shall be brought to kiosks in the visitor parking lots for registration, inspection, and permit issuing between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday. This service is available at Police Services in the Eisenhower Parking Deck at other times.

Each bicycle, to be acceptable for registration and issuance of a permit, must be in a safe mechanical operating condition and be equipped as follows:

  1. A rear taillight or reflector (1.5 inches or larger in diameter) visible for a distance of 300 feet
  2. A headlamp is required if a bicycle/moped is operated at night

Registrations and permits are not transferable. In the event of the sale of a bicycle/moped, or transfer of ownership, the new owner must register the vehicle in his/her name.

The bicycle permit must be affixed immediately to the middle of the seat tube or visible on the seat post if it is a racing bike, facing the front of the bike. The seat tube or seat post must be clean and dry for the permit to adhere properly.

Regulations

Enforcement of these regulations shall be in effect at all times. Each reference to "bicycle parking" includes moped parking as well.

Bicycles shall be ridden on bicycle routes and automobile thoroughfares only. Riders must walk their bicycles at all other places. Specifically, bicycles shall NOT be ridden on pedestrian paths, walkways, malls, or any other pedestrian-used way.

Bicycles shall be parked on campus at places clearly designated by the presence of bicycle racks. Specifically, a bicycle must not be parked in automobile parking spaces, on lawn areas, shrub or flowerbeds, streets, driveways, handicap ramps, or in any building. This also includes sidewalks, entranceways to buildings, or places that hinder pedestrian travel.

In the event a bicycle rack is full, the bicycle may be parked in an upright position in the general vicinity, provided it does not impede pedestrian traffic.

Any abandoned or non-registered bicycle parked on campus or any bicycle parked hindering University operations, obstructing steps, or a handicap ramp may be removed and impounded by Police Services. If unclaimed within three months after impoundment, it shall be deemed a gift to the University, to be disposed of through appropriate University channels.

Any bicycle parked at any location of Penn State shall be parked at the risk of the owner and should be locked when unattended.

At Penn State Erie, a copy of the bicycle/moped regulations may be obtained at Police Services. At University Park, a copy of the bicycle/moped regulations may be obtained at the Parking Office, Police Services, or at the kiosks in the visitor parking lots.

Penalties

Violations of these regulations shall subject the violator to penalties as follows (Note: Mopeds, as motor vehicles, are subject to enforcement and penalties provided under the Commonwealth of Pennsylvania Vehicle Code):

  1. All non-moving violations: $7.00 per violation
  2. All moving violations: $15.00 per violation (excessive speed, riding on pedestrian ways, stop sign violations, wrong way on a one-way street, passing on the right of traffic, etc.)
  3. Failure to properly register a bicycle/moped: $15.00 per violation
  4. Parked or affixed to handrails, handicap ramps, wheelchair curb cuts, etc.): $25.00 per violation

Bicycle penalties at Penn State Erie are payable at either Police Services or the Bursar's Office. Penalties at University Park are payable at the University Parking Office. At other University locations, penalties are payable at the Business Office. All penalties are payable within forty-eight hours after receiving a violation notice. Penalties may also be paid the next school day if the final due date falls on a holiday or weekend.

Any person receiving a violation notice (ticket) who feels that the charge is unjust or in error, and who wishes to appeal, may do so. The appeal procedure is as follows:

An appeal may be made by completing an appeal of Parking Violation Form, obtained from the Parking Office or from your parking chairperson. All appeals must be made after receiving the violation notice but before receiving the bill for the violation notice. The word bicycle must be written across the appeal form.

At Penn State Erie appeal forms may be obtained from the Office of Police Services. All appeals must be filed within seven days from the date of the violation.

Skateboards, scooters, roller blades/roller skates, and similar devices

Roller skates, roller blades, scooters, sleds, and similar coasting devices are not vehicles and are prohibited on roadways. Persons on such devices are pedestrians for traffic control purposes and may be cited for applicable violations of the Pennsylvania Vehicle Code. The use of skateboards on campus is prohibited.

Regulations

In addition to restrictions imposed by the Pennsylvania Vehicle Code, the following prohibitions apply to the operation of roller skates, roller blades, skateboards, scooter, sled, or similar coasting device on the campus.

  • No person shall coast or ride upon any skateboard, roller skates, roller blades, scooter, sled, or other similar device upon any roadway, parking lot, or bicycle route, or within any building on the campus. Nor shall any person coast or ride upon any skateboard, sled, or similar device upon any sidewalk or improved surface used only for pedestrian traffic. Person may coast or ride upon roller skates, roller blades, or scooters on sidewalks, provided they yield the right-of-way to pedestrians on foot. No acrobatics of any kind are permitted.

Students or employees violating these regulations are subject to disciplinary action by the University. Any other persons violating these prohibitions may be cited for criminal trespass for continued or repeated violations or these regulations on the campus.

Safe Bicycle Riding Tips

  • Obey all traffic control devices and routing signs. Stop at all red lights and stop signs.
  • Yield to pedestrians.
  • Maintain a safe stopping distance behind moving cars.
  • Do not pass an auto on the right.
  • Walk your bike when crossing streets and intersections.
  • Be courteous and fair to pedestrians, other bicyclists, and automobiles
  • Avoid traveling to fast down hills or on rough and slippery roads.
